On a summer afternoon in the late 1990s in New York City’s Tompkins Square Park, sociologist Bruce Western and his colleague Katherine Beckett engaged in a conversation that would change the course of their research. At the time, Western studied the social programs of European welfare states. Against the backdrop of a park that had seen a surge in drug dealing and homeless encampment in the 1980s, Beckett offhandedly observed that the United States encompassed the disadvantaged not in a welfare state but in the penal system. Fascinated with the idea, Western began a study of criminal justice systems, including the social factors that precede incarceration, the prison experience, and released prisoners’ reintegration into society. But long beforeWestern—a recently electedmember of the National Academy of Sciences and a professor of sociology at Harvard University—set foot in a prison, he developed a sensibility for justice and equality at his family’s dinner table.
